Additional free Allowances / Special Reserve

New and fast-growing aircraft operators may apply for a free allocation of allowances from a Special Reserve for aircraft operators under Article 3f of the Emissions Trading Directive.
If you would like to take this opportunity and are among the beneficiaries, act swiftly before 30/09/2013.

Scope of the Special Reserve and criteria for eligibility:

Three percent of the total amount of allowances to be allocated is reserved for this so-called Special Reserve in the 2013-2020 trading period. Eligible applicants include aircraft operators

  1. who started an activity subject to emissions trading after 2010 (the base year for free allocation) or
  2. whose transport performance in tonne-kilometres increased between 2010 and 2014 by an annual average of more than 18 percent.

In any case, these activities must not be, either in whole or in part, the continuation of an aviation activity previously performed by another aircraft operator. If you meet any of the criteria listed above, you can apply for a free allocation of allowances from the Special Reserve of the German Emissions Trading Authority (DEHSt) at the Federal Environment Agency.

To do this, please submit a tonne-kilometre monitoring plan or monitoring concept to DEHSt by 30/09/2013 to determine your 2014 transport performance. The relevant software in the well-known Form Management System (FMS) is now available.
